If you’re starting a new business, buying one or looking to grow your existing venture in Windsor-Essex, you may qualify for the Starter Company PLUS program. This program offers a grant of up to $5,000, along with training, mentoring, networking and personalized consulting support through the Small Business & Entrepreneurship Centre.

About the program
Since 2015, Starter Company PLUS has supported hundreds of Windsor-Essex entrepreneurs to start, grow and purchase a small business. This program is funded by the Province of Ontario through the Ministry of Economic Development, Job Creation and Trade and delivered locally by the Small Business & Entrepreneurship Centre.

Program requirements
To be eligible to receive the Starter Company PLUS grant, participants must successfully complete all program requirements during the four-month program period.
For startups and early-stage businesses (pre-revenue to less than 3 years in operation)
Participants are required to:
- Attend business training workshops and group mentorship sessions
- Meet regularly with a Small Business & Entrepreneurship Centre advisor
- Submit an updated business plan incorporating feedback received during the program
- Participate in a business pitch event
- Spend a minimum average of 35 hours per week operating and developing the business
- Complete monthly progress reports and program check-ins to provide updates on business milestones, outcomes and use of grant funds
For established businesses (3 to 5 years in operation)
Participants are required to:
- Complete business training and attend group mentorship sessions
- Meet regularly with a Small Business & Entrepreneurship Centre advisor
- Implement the approved growth initiative outlined in their Business Growth Proposal
- Complete monthly progress reports and program check-ins to provide updates on business milestones, outcomes and use of grant funds
Food and Beverage Businesses
Entrepreneurs operating a food or beverage business may also be eligible to receive Starter Company PLUS funding through the Foodpreneur Advantage Scale-Up Program.
Foodpreneur Advantage combines industry-specific training, mentorship and business growth support with the opportunity to qualify for a Starter Company PLUS grant of up to $5,000.
Who should apply
The Starter Company PLUS program is geared to small businesses that are startup (pre-revenue) or operating (under five years) and are located in Windsor-Essex. Applicants must meet the following minimum criteria.
- At least 18 years of age
- Not a full-time student or returning to school full-time
- A resident of Ontario
- A Canadian citizen or a permanent resident
- Willing to operate a business full-time
- Starting a new business or operating a business that is less than five years old
- Able to demonstrate 25 per cent matching funds in cash or in-kind assets
- Not in the research and development stage of the business development
- Not going to use the funds to refinance existing debt
What businesses don’t qualify for the program?
- Distributorships or franchises
- Non-profits and charities
- Pay-per-click businesses
- Commissioned sales
- Multi-level marketing (e.g., Avon, Scentsy, etc.)
- Single event (e.g., concert, performance, sports event)
- Part-time or seasonal businesses

Step 1: Complete the Eligibility Form
Start by submitting our eligibility form. This is a screening step only and is not a full application to the Starter Company PLUS program.
Step 2: Submit Your Business Plan
If you meet the program eligibility requirements, you will be invited to complete the full application process. Our small business team is available to provide guidance and resources to help applicants complete the required documentation.
- Businesses that are pre-revenue or have been operating for less than three (3) years must submit a Business Plan outlining their business concept, market opportunity, operations and financial projections.
- Businesses that have been operating for three (3) to five (5) years must submit a Business Growth Proposal describing their growth initiative, expected outcomes and how the funding will support business expansion.
Step 3: Application Review and Interview
After reviewing your business plan or growth proposal, we may invite you for an interview to discuss your business, growth goals and application.
Step 4: Acceptance Decision
Eligible applicants who successfully complete the application process will be considered for acceptance into the Starter Company PLUS program.

FAQ
There is a cost to apply or participate in the program?
There are no fees associated with Starter Company PLUS.
How are participants selected?
Applications are evaluated based on eligibility, business viability, market opportunity, growth potential, commitment to the program and alignment with program objectives. Funding is competitive and not all eligible applicants will be accepted.
How long is the program?
Starter Company PLUS runs annually from September to January of the following year. Participants are expected to attend training, mentor sessions and meet regularly with their business advisor over a four-month period.
Are the training sessions offered in person or virtually?
Program delivery may include in-person, virtual or hybrid components depending on the training schedule and program stream.
How many people are admitted to the program?
Up to 23 people will be admitted to the 2026 program.
Is funding guaranteed if I am accepted into the program?
Participants must successfully complete all program requirements and meet grant agreement obligations to be eligible to receive grant funding.
Do I have to pay taxes on the $5,000 grant?
The grant taxable income under the Canada and Ontario Income Tax Acts. A T4A slip will be issued to the recipient of the grant. Participants should consult a qualified accountant or tax professional regarding their specific circumstances.
My business has more than one owner, do we all apply to the program?
Only the majority business owner (at least 51% ownership) can apply to Starter Company PLUS and receive the grant funding. However, business partners are welcome to attend the training and mentorship sessions.
Can I participate if I have another job?
Yes, provided you can meet the program requirements and dedicate sufficient time to operating and growing your business.
I want to start a part-time business/side hustle. Can I join the program?
Starter Company PLUS is intended for entrepreneurs who will be working in their business on a full-time basis (minimum of 35 hours per week).
What happens if I do not complete the program requirements or proceed with my business?
Participants are expected to actively pursue the business activities outlined in their application and comply with all program requirements. Failure to meet program obligations may affect grant eligibility and could result in the repayment of funds.
